Describe requirements
When an offline basemap is associated with a project, all users are forced to download the offline map when updating the project. In a degraded cellular environment, the end user should be able to decide if they want to download the offline basemap. In addition, when there are multiple geographic areas affected, there is only the ability to associate one offline basemap to the project.
Offline basemaps should function as they do in Field maps, with one or more presaved basemaps available for download, as well as the ability to create an ad-hoc basemap.
