Right now all the greater orc enemies (elves, humas, drow, dwarves) turn up with steel level equipment.
Orcs (and possibly warlocks) need enemies who are equivalent to goblins (with iron/rusty iron) as a stepping stone.
There have been many suggestions in the forums (and I'd love to see them collated here). I personally like the idea of splitting humans into "commoners" and "imperials" (actual names may change), with the former having poor equipment and materials, and the latter being as humans are currently coded.
