Make orcish drydocks and religious buildings be above-ground #63

They live in forests. It makes sense for these to be above-ground, given their names are all about the weather, the sun and stars, etc.

Done, except the Icecrystal Sanctum is allowed to be below-ground, for thematic reasons.
