You know what, that might actually be intentional. I can certainly imagine a leather tambourine (leather is a soft-mat), whereas a steel or rock tambourine seems less plausible (steel and rocks are hard-mats).

OK then, never mind. I'm not good with Dwarf Fortress raws and not sure exactly what this tag is supposed to mean.
I thought a tambourine is just a frame with jingles. If it has leather pulled on it, then it is more of an extra drum part connected to it, but jingles make it a tambourine. Though I don't understand why Accordion or, especially, Bagpipe have this tag then.
Oh! The tool tokens can be found here. And it sounds like they're definitely inconsistent right now. I've opened #94 to track this. :)
And don't worry about being new to the DF raws; they're not exactly intuitive, and I'm still finding my way around them myself!

All other instruments have [HARD_MAT] tag. Tambourine, for some strange reason, did not.
