Jail remake #417

I would like to see a new jail. I like the new jail but I also like the jail 
from ULX where it cages them. Would it be possible to make a jail that combines 
the two? I was thinking of something like this. !setjail and then when you type 
!jail it will transport them to where you set jail like it does now but also 
lock them in a cage like in ULX
Also posted in issues lol sorry didn't see this menu first and idk how to 
delete the other post :(

There is a hail called Dynamic Jail made by MDave [HUN]

Added the file.

Put sh_dynamicjail.lua in
<Evolve main folder>/lua/ev_plugins
