Remember jailed (position) disable prop spawn etc #418

It would be nice to have an admin jail, so instead of banning players, you jail 
them - but when they leave and rejoin - they are rejailed.

While players are jailed they should not be able to spawn weapons, props or any 
object for that matter.

Along with this a timer (auto unjail) would be really cool.
