Menu, Scoreboard, notifications does not work #460

I'm running dedicated server with evolve (Gmod 13)
The scoreboard is not working. It's just simply not there. It's the default 
one. Also notifications seem broken, whenever you type in something in chat 
nothing shows up. Any command you do only executes it, no notification no 
message, only in the server console not the in-game one. This also goes on for 
the "*Player* has joined *time* ago" shows up in the server console not in 
chat. When you try to open up the menu +ev_menu it says "unkown command" in 
both server and in-game console. Am i doing something wrong or is Evolve 
outdated or something?
