introduce a new concept "notification Time to Live" ntl - to give this time after the ttl of the message to allow for receipt of DR stating that the message expired without being received.
Also new concept of "receipt Requested" y/n in the message itself to indicate whether a DR is wanted for the message. A receiver will always provide a receipt, but it may not need to be relayed back to the origin if there is noone receiving the DRs anyway.
Actually on further thought - we can simplify away the DR mechanism altogether since it would be more flexible to use a different channel altogether to send a DR to , from an application perspective ( in the same TX as the message receipt )!!
the MOS should be outbound sending only - not to get mixed up with receive of the DR.
