To relicense inkling under Parity 7.0, with third-party contributions being licensed under Apache-2.0.
Motivation
I made a mistake when one year ago picking the current license (CC-BY-SA 4.0). ShareAlike requires any derivative work to also adopt that license or a compatible, which is just about only the GPL.
The Parity license retains the copyleft requirement, but as long as you contribute derivative work (including under e.g. MIT) you are free to use the software.
Changes
With this update, the following changes are made to the project (they can be previewed under the relicense-parity-7.0 branch):
Project code is licensed under Parity 7.0 (LICENSE.md)
Third-party contributions are licensed under Apache-2.0
Contributor guidelines are added (CONTRIBUTING.md)
The contributor covenant code of conduct 2.0 is adopted (CODE_OF_CONDUCT.md)
