Implement tagging similar to how it is in wombatforensics and decoupled for wombatregistry

Basics are working, I need to put the header info into the idkeyvalue and rename the variable... as this is what gets put into the preview/reporting. then see how reporting goes.

tagging is working, but i need to make sure the tag stays between switching files/folders in the tree.

implemented tags staying between file/folder switches and also if you update the tags name in the manager it will auto update the tag name in the msg table.
