How to handle Puerto Rico #5

I just realized that Puerto Rico does play a part in presidential primaries and does send representatives to the House of Representatives (although they don't vote). I didn't check the raw documents, but the other unincorporated territories may be something we have to think about.

...not to mention D.C. The good news is that the recent data seems to handle districts/unincorporated territories as states:
