How to mod the gas station logo? #257

The wiki article is practically blank and every time I try to mod the gas station logo, the picture is completely white. I'm not sure what palette to use since there are no files related to it.

I fixed it by changing the palette to 16 colors. There isn't anything in the documentation that says this.
