GM Desk will not run #130

What steps will reproduce the problem?
1. When clicking on .exe file it will appear in the task bar of Win7 but the 
program window will not appear or open.

What version of the product are you using? On what operating system?
Windows 7

I even just now re installed it and still won't run properly.
