Add the basic .wiby.json support

This adds the basic support building blocks for running wiby against multiple dependents by providing a wiby.json.

This is by far not a complete solution, I'll try to write up a more detailed roadmap next and do some issue cleanup.

I can't say I like the code I wrote here, and I definitely do not like the code style, so replacing standard might be something to take up soon...

Technically there's some breaking changes here, but we're pre-v1 so I'm not going to bother with anything.
