update neutron cross section tables #50

Check for more recent versions of the neutron cross sections in the literature. For example:

Hannon (2018) give Ir-191 and Ir-193 not present in the ATI tables. DOI: 10.1107/S1600576718006064
Huffman (2004) give He-3 as 5.853(7) fm rather than 5.74(4) fm. DOI: 10.1103/PhysRevC.70.014004
Palomino (2019) give a value for Ca of 5.83 fm, compared to 4.70(2) fm from the ATI tables. DOI: 10.1016/j.nima.2019.02.072
Dawidowski (2013) has tables with different values from ATI. DOI: 10.1016/B978-0-12-398374-9.09989-7

Are these values available and up to date in the ENDF database?
