Build failure on GitHub actions #403

Looks like all builds started to fail

Fixed with increasing the Java version to 17 in the Github Action configuration file. The code analytical tool Sonar ceased to support Java 11 last year with some delay, so from this week this part of the workflow throws an error which blocks the whole Github build process.
