Support `latest` version #29

Right now it requires to set a valid version for Pkl. Most of the setup- actions out there supporting also latest as version. This should also be supported by this action.

Well, I just found out that check-latest from the other setup- actions do not downloading the latest version. Instead, they looking for the latest minor and/or patch version of the given major.
