Add IP based starting location and restore state #4

Initial marker on unanswered questions set to geolocated IP location.

Browsing back to an answered question did not restore marker location. This sets marker location based on existing question value.

Browsing back to restore marker location has been included in the 2.0 rewrite. I do see some benefit in allowing location-based initial map centering/marker placement. Since the re-write, this would require a new PR.
