EnderIO conduits don't connect to the Transmutation Chamber at startup, sometimes #3

It seems like the ones in the overworld do, but one I have in a Compact Machine dimension does not.

This, of course, happens all the time in my real game, and happened once in testing, and never again. I'll leave my logging in for now...
