Adds recaptcha to login & registration forms. Fixes comments. #88

Resolves the issue that prevents users from logging in (userLogin.tpl) or registering (userRegister.tpl) when recaptch is enabled on config. (See: https://forum.pkp.sfu.ca/t/immersion-and-captcha/86917/6)
Does not resolve login issue on modal (components/loginForm.tpl)
Corrects comment on loginForm.tpl

Thanks, @stephaniegalloOU; the tests are failing but not due to your work. I'll look into that separately.
