Differentiate 'cannot disseminate format' error messages #64

Problem

The same error message is returned for both unauthenticated access to paywalled content and trying to access a submission where no JATS is available: Cannot disseminate format (JATS XML not available).

Solution

A more specific error message should be created for the unauthenticated access case.
