exclude the COUNTER submodule from psr-4

Class COUNTER\Customer located in /home/runner/ojs/plugins/reports/counter/classes/COUNTER/Customer.php does not comply with psr-4 autoloading standard (rule: APP\plugins\ => /home/runner/ojs/plugins). Skipping.
