[OMP] Create a document guiding the user how does the CSV import export tool works #10118

Describe the bug The CSV importexport tool doesn't have a README.md file that guides the user about how to use this tool correctly. I suggest creating this file with a usage guideline and explaining better about each column of the CSV file, as well as its structure and required fields.

What application are you using? OMP 3.3.0
