Ensure log files have their content written in English

Describe the bug This is a follow-up of https://github.com/pkp/pkp-lib/issues/9979, more exactly this comment: https://github.com/pkp/pkp-lib/issues/9979#issuecomment-2144844588

We're not sharing the log files with the users, as it's a sysadmin/programmer tool, it sounds better to leave the content of such files in English.

• Avoid translating error messages (e.g. user sending content in a language you don't know)
• Avoid issues with missing locale keys (e.g. ##something.failed##).
• Some plugins that we maintain also make use of translated messages.

If the second bullet point is considered as a bug, then I think this should be updated in 3.3 as well.

Agree having this in English only. The language there includes words that might also be hard to translate to many languages and the readers of the files are used to see this data in English.
