[OJS34] Reviewer cannot access discussion before step 3 of review form

Describe the bug An editor can initiate a discussion with a reviewer at the Review stage. However, if I'm right, the reviewer can only see this discussion at step 3 of the review form, i.e. after having agreed to review and read the review guidelines. Perhaps the discussion should be made accessible at step 1 of the review form ?

To Reproduce

• need a submission at review stage
• as an editor, add a reviewer
• as an editor, create a new discussion with the reviewer and then login as the reviewer, you can't see the discussion even if as the reviewer, you receive an email notification

What application are you using? OJS 3.4

@forgive38, arguably it's appropriate to restrict the reviewer from participating in the workflow until after they've agreed to the terms (guidelines). What is the workflow role of the discussion that's being started along with the review assignment?
