Multilingual Title, Description and Subject in DataCite export #9170

Use the "xml:lang" attribute to specify the language. This would be a language code, typically ISO 639-1 or ISO 639-3.

We have a task in CRAFT-OA / T4.1 where we plan to go through the main upstream services and check what multilingual data they accept and see if we need to fix small things in OJS to comply. I marked this to be solved in that task as it fits perfectly.

About this I heard from DataCite when registering the OJS as service provider... what we could improve regarding the metadata...
