Script to update dev DB #51

We need a script to update the dev DB from the live DB.

Issues to think about: how to handle dev vs live schema differences? (Dev may 
have some testing changes which the live DB doesn't have.) Copy blogs/posts 
only? Copy users over too? Do a complete reload sometimes to clear out testing 
cruft (always, or if not always, how often)?
