Add post rescan option #58

Add ability for user to request that a particular post be rescanned. We would 
check to see if title, content, etc had changed. We would also scan for 
presence (and absence due to removal!) of citations at that time.

I thought this was fixed, but actually this has not been implemented. A regular 
user can scan for citations, but it does not scan to see if a post has been 
changed.
