added german .resx and Designer files with german translations #2

I want to contribute the german translations for your app. I'm not experienced in development of C# apps so I just copied the fr-FR files and added the german translations there. You have to check if you need to enable the German language anywhere in your app ;)

German = Deutsch

I just add twitch bot translation if you want to translate :D

Have some urgent stuff to do at the moment but will take a look at it later.
