Creation of REST endpoints for help #357

The following were added/changed/fixed:

. generation of help content from the protofiles (Caleb) . added handler for the help endpoints . generation of the master help from the rpcFunctions struct . creation of a protofile to help response structs . revision of all endpoints URIs . deletion of duplicate endpoints
