lh-cpp: Surround() doesn't take into account c_nl_before_xxx #2

This is a known issue. However I posted this on google code issues as a
reminder that I would appreciate this to be fixed as I am a fan of

if ()
{

}

This issue does not actually concern Surround (which is does not know anything 
about
ft specific configuration variables), but how it is used.

Since the migration to lh-dev `:AddStyle`, Surround() takes the specified style 
into consideration.
