We should allow having user-defined propagators.

As a minimal features we should support:

[ ] min/max constraints. Note that:
- half of the constraints can be delegated to inequalities
- it might be possible to have unique implementation for MAX/MIN using VarBound
[ ] linear sum (open question: how to deal with optional variables.
