Art Tool: Publishing and Managing Designs

• [x] Enable users to publish their designs once completed.
• [x] Provide a separate panel for users to manage their draft and submitted proposals, including renaming and deleting them, and toggling visibility.
• [x] Allow admins to approve published designs, adding them to the master design and removing them from the proposal list.
