Building ore requirements should not just be for upgrades #422

Currently special ore requirements for buildings only apply during construction or upgrade.

It would make more sense if the requirements were continuous, i.e. certain amounts of ore/hr of each type. If not available the building would stall.

It makes sense, yes, and it would certainly make things harder as your planet type would essentially limit the availability of certain buildings or levels of those buildings (unless sufficient supply chains were in place). The implication is that empires would be forced to take on a more natural pattern of growth, that is, planets close to other planets that can supply what they lack.

An alternative would be if you could have inter-imperial supply chains. While it would make no sense to try supporting your economy from trades in the current sense, if automatic and perpetual supply chains could be purchased (or bartered) from others, it may work as a strong coercion for alliances, particularly within a certain astrographic area.
