You've shown ore works well. Electrical storms perhaps? Food might be a bit trickier, but events could have an effect on different food productions.
Well, in the real world, food is seasonal... although of course if planets have axial tilt, it's summer in the north and winter in the south, which would tend to even out the fluctuation.
Energy is an interesting question. The Geo Energy Plant says it uses solar, wind, waves, and geothermal energy. At least 3 of those things would be impacted by changing weather. Hydrocarbon, Fission, Fusion, and Singularity presumably would not have that issue. Perhaps the stars themselves have a likelihood of coronal mass ejections? Space weather would certainly tend to shake things up.
Introduce more weather on planets. More planets have a season with changing water.
Can we introduce cycles of other types?
