Secure trades #432

At some point can we introduce secure trades, i.e. trades only for specific individuals, or specific alliances?

Make it so that there is a security fee attached. Flat Rate of 1e perhaps.

I would suggest that for secure trades that a Password be added to the trade. This way it does not cost more to have security and it should be easy to implement. You can do a regular open trade or add a pw to said trade so that only one person can accept it.
