upgrade for ships #444

As various buildings, shipyard, CSS, munitions, etc. upgrade then the stats of the ships build will increase.

Ships built at earlier levels should be able to be upgraded at nominal cost to the latest specification.

This will also mean that ships can more easily be grouped into fleets (since their stats will now be the same).

Shipyard should show all ships which are able to be upgraded (refitted)

Now this is one of the best Ideas I have read so far. As it now stands old ships have to be Scuttled because they are slower/weaker. By introducing refitting then your fleet can be kept modernized with building upgrades. As it is in the Air Force or Navy. Ships are refitted with new equipment, engines, electronics quite regularly.
