Burning a training spy does not reset Intel Min work timer #448

Set one or more spies to train in the Intelligence Ministry. Timer is set to total time (say 4 days) Burn all the spies. Timer was expected to be reset to zero It actually remained at 4 days.

Work around. Train one spy Timer then goes down to period to train that spy (say 10hrs) Spy can be burned or allowed to complete training. (either way timer needs to take 10hrs)
