Support for "Felaqua" #3

The Surepet Felaqua is not sold in New Zealand it would be fantastic if someone like @ashleigh-hopkins could send me one so I could add it. I suspect the messages would be similar to the Feeder / Cat Flap, but until I see some logs from it or ideally get one I will never know.

So.. Ashleigh, any chance you could sort that out? :)

I think I have added all the different use cases. Will probably need some logs from a few days of activity from an animal and ideally two as there is a use case when the Felaqua detects two animals drinking at the same time, but the main message types in comparison to the Feeder / Cat Flap are the same apart from the 1B message. https://github.com/plambrechtsen/pethublocal/blob/main/docker/source/pethubpacket.py#L388

Felaqua has been added, and have one coming to me shortly so closing this as I have already added the basic functionality with message 1B.
