Ensure that front-end works well on mobile devices.

As part of assignment 2, Mengjun Wang worked on backend mobile device support. Changed alignment from R to all L. changed button size. Visual active button. Edit=blue, details=purple, del=red. Made button size small. Moved buttons from RHS to bottom for each row in a table. On forms moved buttons from in between fields to RHS. Standardized button colors and sizes.

Zhiyuan Lin was missing on Mon Nov 18 and has not updated Medhat on is work on mobile devices front-end CDA

All themes must support mobile devices. It emerged during the Dec 3, 2019 presentation to the city that some themes do not support mobile devices on the front-end.
