implement rich-text-editor for some of the text-areas used for candidate data

I believe some code was implemented on this RichTextEditor feature and is on one of the documents (See Medhat).

Guarav Minhas introduced rich text editors on all forms on the backend. However. tags seem to show on the front-end. We need to test that tags are processed into HTML on the front-end.
