Update Cythoning procedure to account for new project structure

While the project is now open source and cythoning source files in no longer 
required to protect them the speed up and size decrease is still desirable

The cythonize script should be updated to find core and plugin files to be 
compiled

and then create a distribution folder with the result.

still need to ensure all plugins are useing an __init__.py files
still need to ensure Welder core files are compiled
still need move all nessacery files out to a dist folder
