Add news.nos.social relay #108

This sets up the news relay as described in https://github.com/planetary-social/infrastructure/issues/126

It was a lot easier than I thought.

I reviewed @dcadenas changes and they look good for now. We should do some refactoring later. I'll add a note about that to https://github.com/planetary-social/nos/issues/1311#issuecomment-2248838835 so we don't forget.
