Migrate topical Planetary pubs to hubs

We have a bunch of topical pubs we would like to migrate to the new Planetary hub stack (rooms-fronted + graphql + pub). I think a migration script has been written but I'm not sure where it's located.

The full list of topical pubs can be found in our ansible inventory, but are copied here too:

We also need a default description for the homepage. I think @rabble was going to write one for planetary.name so maybe we can use that as a template.

@rabble @danlatorre right now the Planetary iOS app doesn't support showing rooms/hubs in the Your Network tab where it currently shows the topical pubs. So when we convert the pubs to hubs we will need to remove the pub cells from that tab. But then new users won't have a good way to join them so we'll need to design a cell that displays rooms and then code it up (https://github.com/planetary-social/planetary-ios/issues/887). Is this effort we want to go through before parking Planetary?

We decided that we aren't going to do this since we've switched focus away from scuttlebutt.
