Add cadvisor #54

adds cadvisor to the docker-compose so we can collect docker container metrics for the crossposting service.

not sure if this is helpful, since it does not have the restart metric we are wanting and we aren't managing a bunch of different containers. may be more useful to wrote a bespoke metric exporter using the docker api.
