[Cleanstr] Deploy from pushes to repository #12

Right now we can deploy any change in the function by locally running pnpm run deploy. We should also be able to deploy through a push in the repo as exlained in https://cloud.google.com/functions/docs/deploy

To set up this deployment, I'd need a google account that is part of the planetary org and has the right permissions. It looks like I'd need permissions to:

set up a repository and either create a service account or assign an existing service account(link)
connect a github repository to this google repo(link)
in addition, they recommend creating a machine account on the github org side(link)

@rabble , Could I get a planetary google account, and could it be added to this project in gcloud?
