[Paris2024 relay] Create a private relay for Paris Olympics coverage #1311

Global Sports Center has agreed to partner with us for Olympic coverage. We need to build a private relay with the following requirements:

NAME: Olympics2024
Anyone using the Nos app can access the relay
Anyone whose npub we add to a list can use the relay

@dcadenas and I met today and did some mapping of the system we need to build in Miro. Daniel is going to play around with LNBits + nostr-rs-relay because they supposedly support zap-to-join relays already. He will also be checking out the LNBits API to see if we can use it to add Nos users to the allowlist automatically.

The relay is up and being used now. @dcadenas and I chatted today and agreed that we'll complete these tasks before closing the ticket:

split the "relay" role in ansible into a stryfry role and a nostr-rs-relay role
create a test droplet (maybe something like daniel.dev.nos.social?) and deploy your changes there using the new ansible role
create a PR ansible changes and get it merged
