Display old UI on room by default

Task:

• [ ] Reset the default display to the old UI for rooms when there is no files in go-ssb-room/web/app

This is so we can avoid:

• committing rooms-frontend dist files, that is because they contain environment variables that are custom to each room.
• displaying the wrong UI on the room, when someone else clones down the repo

NOTE:

• I also added web/app to the .gitignore to prevent these files from being committed
