Governance Documents for Affiliated Packages. #23

Created the AffiliatedPackages.md file, and modified the procedures documents to be explicit about inheriting the governance model.

Once we get these resolved, then we can submit the PSO application.

there may be a few double spaces in the AffiliatedPackages.md file but otherwise looks good

There was one at the end of a para that I removed, the others are either leading-line indents for bulleted lists, or after periods (french spacing, which is my preference).

funny thought: did we ever specify anywhere where the 24 h start counting? from PR or from the time the required amount of approvals where there?

The Contributing.md document just says 'open for 24h.' Which is probably fine. If someone thinks the changes are not as requested, or substantial, then they could state that they are 'restarting the clock.'

I'm honestly less concerned about the 'time' than about having the number of approvals we think is important. You can always file an Issue or another PR.
