Update ginga26 #34

Fixes #33

Makes small updates to accommodate updates to ginga and planetaryimage. Also hard sets the requirements so we don't run into the same issue as #33.

r01090al.IMG can not be read by planetaryImage.PDS3Image anymore for some reason, which is why the tests fail.

Skip that test then, yeah?

I was thinking of just rewriting the tests to not include that image/include a different image.

haha yeah "why" would be an issue for planetaryimage repo I think
